Map identity access, data flows and provider responsibilities across connected services to identify hidden exposure, assign ownership and test whether recovery dependencies hold up.

Cloud risk management identifies, assesses and treats the uncertainty, which otherwise cloud services introduce into business operations. Its scope includes data security, identity permissions, provider dependencies, availability and compliance. The useful starting point is the business service: what must remain protected or available, and which customer and provider controls make that possible?

A configuration dashboard can show acceptable settings while an integration retains excessive data access or recovery depends on an unavailable identity service. Each component may have an owner, yet nobody has assessed the combined consequence. Security and GRC leaders need a view that connects those components before deciding whether the exposure is acceptable.

Give cloud risk management a business service boundary

Choose one consequential service, such as a customer claims portal. Identify the information it processes, its users, the applications supporting it and the disruption the business can tolerate. Then trace dependencies across cloud accounts, subscriptions, software tenants and external providers.

Include infrastructure as a service (IaaS), platform as a service (PaaS) and software as a service (SaaS). The operating responsibilities differ. An inventory of virtual machines alone will not represent a service that also relies on a managed database, federated identity and a document-processing application.

Record where data enters, who can retrieve it, where copies are created and how the service resumes after failure. Cover human administrators and non-human identities, including service accounts and application credentials. Assign a business owner for the combined outcome, alongside technical owners for the components.

Risk identification should also include services acquired outside the central cloud team. Ask business owners about document exchange, analytics and other applications receiving production information. Record the actual processing relationship, even when no infrastructure account appears in the organization’s main inventory.

Use the map to locate dependencies that deserve their own assessment. An external application holding a data copy creates a different exposure from the infrastructure hosting the original record.

Turn shared responsibility into specific operating tasks

The shared responsibility model allocates security duties between the cloud service provider (CSP) and customer. AWS’s May 2025 guidance reiterates that customer responsibilities depend on the services selected. Apply that principle to each provider’s documented service model, rather than assuming one split covers every cloud product.

For each material control, record the operator, customer configuration, available evidence and escalation contact. “Provider managed” should explain which activity is managed. A provider may operate the underlying infrastructure while the customer determines application access and data handling.

Inspect handoffs carefully. If the provider detects a problem, who receives the notification? If customer administrators must enable a logging feature, who checks that it is enabled? If incident investigation needs provider-held records, how are they obtained?

The matrix should expose missing arrangements, not simply allocate labels. Verify the details against the actual product, subscription tier and contract before relying on them.

Assess cloud security risks through plausible scenarios

Group findings around consequences the business understands. A cloud misconfiguration is a condition; a scenario explains how that condition could lead to unauthorized disclosure, alteration or service interruption.

Assess likelihood and impact using your defined method, considering effective permissions, reachable resources, data sensitivity and operational dependencies. Preserve assumptions and uncertainty. A configuration benchmark can reveal a deviation but cannot, on its own, establish the business consequence or remaining risk.

Separate confidentiality, integrity and availability effects. A claims document could be exposed, altered before adjudication or become inaccessible during processing. Those outcomes need different safeguards and evidence. Discuss impact with the operating team so a technical finding does not receive a business rating based only on its scanner severity.

Identity and integration access

Examine federated sign-in, application programming interface (API) access and delegated application permissions. Multi-factor authentication (MFA) protects authentication but should not be treated as proof that every subsequent token or session is protected against misuse.

NIST’s September 2026 IR 8587 addresses token forgery, theft and misuse, including verification, lifecycle controls and session monitoring. Its guidance targets federal agencies and CSPs; enterprise teams can use the technical considerations without presenting them as universal legal obligations. Determine how suspicious sessions can be terminated and where token revocation has limitations.

Data protection and compliance

Assess data breach and data-loss scenarios across the original store, exports, backups and external processing. Confirm encryption, key access, sharing permissions and deletion arrangements where relevant. Encryption at rest does not prevent a legitimately authorized application from reading data beyond its intended business need.

Identify the legal, contractual and internal requirements applying to the service. Check whether provider assurance covers the product, region, period and activities being relied upon. Keep customer controls visible within the information security management system rather than assuming a provider certificate establishes customer compliance.

Availability and provider dependency

Ask how the business operates if a cloud vendor, identity platform or integration becomes unavailable. Assess regional dependencies, recovery permissions, key availability and the feasibility of exporting usable data. A second deployment does not establish independence if both environments require the same failed dependency.

Test exit assumptions before they become urgent. Confirm export format, access to necessary keys and the effort required to use the data elsewhere. Identify who can execute the transition if the normal administrative route is unavailable.

AWS’s April 2025 restore-testing guidance distinguishes restoring resources from validating restored data. Translate that into a service-level recovery question: can authorized users complete the critical business activity within its required recovery objectives?

Work through one connected exposure

Consider an illustrative claims portal using managed storage and an external document-processing application. A configuration scan finds no public storage access. However, the integration has permission to retrieve every claim, although its current task requires only selected records.

The material scenario is misuse of integration access leading to disclosure of customer documents. Review the effective grant, permitted data scope, credential handling and activity records. Ask whether the integration creates additional copies and whether access can be withdrawn without stopping essential claims processing.

Mitigation could restrict the accessible records, separate processing permissions and establish a tested containment procedure. If these options cannot sufficiently reduce exposure, the service owner must consider a different design or provider. Any temporary acceptance needs documented authority, conditions and review.

The visual makes the assessment distinction clear: an acceptable storage setting does not settle the separate question of what a connected application can do.

Use tools within their observable scope

Cloud security posture management (CSPM) supports resource discovery and configuration assessment. It is one input to cloud risk management. Identity records, application grants, provider documentation and recovery exercises answer additional questions that a posture scan may not cover.

Use current, applicable CIS Benchmarks or provider baselines for configuration checks, recording the version, exclusions and scope of each assessment.

Reconcile cloud inventories against administrative records and procurement information. Report disconnected accounts, unavailable logs and unassessed tenants explicitly. Treat missing evidence as an assurance gap requiring investigation, rather than a passing result.

Set reassessment triggers around material changes: a new data-processing integration, broader application permissions, changed provider terms or a failed recovery exercise. Combine relevant monitoring with periodic judgment. Not every alert warrants a new enterprise risk assessment.

SPOG.AI can connect operational control evidence with assets, risk context, ownership, exceptions and remediation. Available coverage depends on connected systems and configured assessments. Provider-held information and service-level recovery judgments may still need manual review. Keep provider changes within third-party risk management while the service owner retains responsibility for business decisions.

Make the next cloud review answerable

Start with one critical service and trace its data, identity and recovery dependencies. Resolve unclear responsibilities, assess the most consequential scenarios and identify evidence that remains unavailable. Report material exposure into enterprise risk management (ERM), with an accountable response and a reason to revisit it. Expand this method across services once the first assessment demonstrates how the handoffs work.

Frequently asked questions

What is cloud risk management?

It is the process of identifying, assessing, treating and monitoring cloud-related uncertainty affecting business objectives, including security, availability and compliance.

What are the main risks in cloud computing?

Relevant scenarios include unauthorized data access, misconfiguration, identity misuse, data loss, provider disruption and failure to meet applicable obligations.

How does cloud risk management differ from CSPM?

CSPM assesses cloud configurations. Cloud risk management also considers business consequences, responsibilities, provider dependencies and the suitability of responses.

Who owns security under shared responsibility?

The allocation depends on the service. Document provider duties and customer tasks separately, including configuration, monitoring and incident handoffs.

Does MFA eliminate cloud identity risk?

No. Review application permissions, token handling, session monitoring and containment capabilities alongside authentication safeguards.

Does provider certification establish customer compliance?

No. Assess the assurance scope and the customer’s own responsibilities against applicable requirements. Certification is not blanket assurance for every use.

How should cloud risk assessment prioritize findings?

Consider the plausible access or disruption scenario, affected data, business impact, operating safeguards and uncertainty using defined assessment criteria.

Can cloud vendor risk be transferred completely?

Contracts can allocate some responsibilities and consequences. The organization must still assess remaining service dependency and business exposure.

Does using multiple clouds guarantee resilience?

No. Recovery may still depend on shared identity, networking, keys or applications. Test the complete service and its dependencies.

How often should cloud risks be reviewed?

Use scheduled reviews and material-change triggers.
